Shri Banarsidas Gupta, after becoming the Deputy Chief Minister of Haryana, established the 'Agroha Development Board' by the Haryana government. Following negotiations, the plan for Maharaja Agrasen Medical College, Hospital, and Research Institute was developed in Agroha. The government provided 267 acres of land for the institution, and a 50-50 cost-sharing arrangement was made between the Haryana government and the Agrawal community.
On May 21, 1989, the then Chief Minister of Haryana, Ch. Devi Lal, laid the foundation stone of the Medical College, Hospital, and Research Institute. The groundbreaking ceremony took place on July 16, 1990. Afterward, construction commenced, and one wing was inaugurated on August 7, 1994, by the then Chief Minister of Haryana, Ch. Bhajan Lal. The college started functioning in 1994.
Initially, in the construction of Maharaja Agrasen Medical College, Hospital, and Research Institute, key roles were played by its chairman Padma Shri Dhan Shyam Das Goyal, vice-chairman late Shri Ramkumar Gupta, minister Shri Nand Kishor Garg, and treasurer Shri Om Prakash Jindal.
On July 11, 1995, a meeting was held at the Haryana government's office in Chandigarh with representatives from the government and the college. After this meeting, the Haryana government stopped providing grants. In late 1997, there was a change in the leadership of Maharaja Agrasen Medical College, and the following officials took charge: Chairman - Shri O.P. Jindal (Hisar), Senior Vice-Chairman - Shri Jay Kumar Jain (Mumbai), Chief Minister - Shri Nand Kishor Garg (Delhi), Joint Chief Minister - Shri R.C. Chariya (Delhi), and Treasurer - Shri Roshan Lal Agrawal (Delhi). The project faced financial challenges, and despite the efforts of the Management Committee and the Jindal family, the Haryana government had not resumed the grant until that time.
